The Canadian Dental Care Plan (CDCP) is a federal government program designed to help make dental care more affordable for eligible Canadians who do not have access to private dental insurance. History Behind CDCP

Why CDCP Was Created

For millions of Canadians, the cost of dental care has simply been out of reach. Without access to private insurance through an employer or pension plan, routine checkups, fillings, and other essential dental treatments often went without, not because people did not need them, but because they could not afford them.

  • 2023 - CDCP Established

    Introduced in 2023, the CDCP was created through an agreement between the Liberal government and the NDP to provide dental coverage for uninsured Canadians.

  • 2024 - Expanding to The Vulnerable

    Coverage was extended to children under 12, adults with disabilities, and previous federal dental benefit recipients.

  • 2025 - Expanding To All Canadians

    In May 2025 to include all remaining eligible Canadians between the ages of 18 and 64.

CDCP Qualifications

Do I Qualify For CDCP

To be eligible for the CDCP, you must meet the following conditions:

  • No Private Dental Coverage

    You must have no coverage. This includes coverage through your own employer benefits, a family member's employer benefits, or private insurance.

  • Completed Your Tax Return

    You and your common-law partner, if applicable, must have filed your individual tax returns in Canada for the previous year and received your NOA.

  • Made Less
    Than $90,000

    Adjusted family net income under $90,000. Based on combined net income (line 23600) with UCCB and RDSP adjustments.

  • Canadian Resident

    You are a Canadian resident for tax purposes. If you have public dental coverage, you can still qualify for CDCP.

How Much Does CDCP Cover

The amount the CDCP covers depends on your adjusted family net income. Co-payments are structured as follows based on information from the Government of Canada:

*You may face additional charges beyond the co-payment if the cost of your care exceeds what the CDCP will reimburse, or if you agree to services not in the plan.

Allowed Services

Services Covered Under CDCP

The Canadian Dental Care Plan helps pay a portion of the cost for a wide range of oral health care services when recommended by an oral health provider. The following services are covered under the plan:

  • Diagnostic and Preventive Services

    Diagnostic and preventive services are to assess your oral health, keep your teeth, gums, and mouth healthy, and prevent or detect conditions early. Covered services include dental exams including complete, emergency exams, X-rays, cleaning and scaling, fluoride applications, and sealants.

  • Basic Restorative Services

    Basic restorative services treat cavities and broken teeth. Covered services include permanent and temporary fillings, pain control for diseased teeth, and other treatments for cavities.

  • Endodontic Services

    Endodontic services treat teeth that are severely decayed, infected, or broken. Covered services include root canal treatments, pulpectomies, procedures to reduce infection and relieve pain, and retreatments of previously completed root canals, which require preauthorization.

  • Periodontal Services

    Periodontal services treat the areas around the teeth, including the gums and bone. Covered services include cleaning under the gumline, treating abscesses, non-surgical gum disease management, bonding for mobile teeth, and post-surgical evaluations, with some requiring preauthorization.

  • Major Restorative Services

    Major restorative services restore teeth that are too damaged to be fixed with basic fillings. Covered services include posts and post removal, repairs and re-bonding of crowns and posts, crowns, cores, and posts for crowns, most of which require preauthorization.

  • Removable Prosthodontic Services

    Removable prosthodontic services replace missing teeth. Covered services include complete dentures, denture repairs, relines and rebases, tissue conditioning liners, complete immediate and overdentures, and partial dentures, with some requiring preauthorization.

  • Oral Surgery Services

    Oral surgery services include removal of teeth and roots, surgical removal of tumours and cysts, surgical incisions including draining, and treatments for broken jaw bones.

  • Anesthesia and Sedation Services

    Anesthesia and sedation services include nitrous oxide, oral sedation, conscious sedation, and deep sedation or general anesthesia, with some requiring preauthorization.
